To lead the finance function for DPWL- KSA, providing strategic financial planning, accurate reporting, and effective budget management. KEY RESPONSIBILITY

1. Strategic Financial Planning & Budgeting
Lead the annual budgeting process in coordination with the Finance Director, including the design of budget templates and clear guidance for Heads of Departments.
Analyse proposed departmental budgets against historical performance to identify trends, risks, and opportunities.
Consolidate departmental submissions into an organisation-wide budget, ensuring accuracy, completeness, and strategic alignment.
Monitor and report on budget adherence, providing timely variance analysis and recommending corrective measures.


2. Financial Reporting & Performance Management
Oversee the timely preparation of consolidated financial statements (balance sheet, profit & loss, and other statutory reports) in compliance with applicable accounting standards.
Validate statistical and management information from departments before submission to leadership.
Ensure the accuracy and integrity of financial data through regular review of accounting entries and reconciliation processes.
Oversee the preparation and analysis of Management Information System (MIS) reports to support informed decision-making.

Job Purpose
The job holder Under the supervision of Controller performs highly Professional accounting task within the area of assignment. The job holder is responsible to handle the various financial accounting matters pertaining to Treasury, GL, reporting, project accounting, governance and systems role of an individual company or a group of companies in line with the policies and procedures as agreed and directed by the Controller.
Principal Accountabilities
1.Project Accounting
1.Responsible to issue monthly status report on project capitalization to various business units.
2.Ensure that monthly review meetings are arranged with the business units and engineering team to identify commissioned projects and ensure its capitalization.
3.Responsible to create asset upload form by collating and analyzing data related to various projects and summarize the same under the relevant asset class.
4.Responsible to capitalize the completed projects by uploading the asset forms.
5.Responsible to verify that asset write off submitted by the business are in agreement with FA register and forward the same for approval after obtaining Controller s endorsement.
6.Arrange periodic meeting with business and GFS to clear all pending reconciliation differences noticed during physical verification of assets.
7.Submit Capex report to the Group as per the deadline and provide additional information as required.
2. Financial Accounting
8.Responsible to pass relevant treasury journals as part of the month end closure.
9.Responsible to coordinate with business units to collate month end data for preparing journals to support GL closure.
10.Responsible to provide accounting charge codes to various business units for direct booking of invoices.
11.Identify the commissioned projects which are pending to be capitalized and provide manual depreciation based on its useful life.
3. Treasury Management
12.Responsible to prepare cash flow forecast highlighting the working capital requirements in terms of investing and borrowing funds from Group Treasury.
4. Insurance & Claims administration
13.Responsible to provide all insurable asset values and periodic declarations as applicable to Group Insurance.
14.Responsible to coordinate with the business and obtain necessary details for timely insurance of all newly commissioned sites.
5. Audit
15.Support the Finance controller in finalization of various audit assignments such as internal, external and Agreed Upon Procedures (AUP) audits by preparing assigned audit schedules and disclosures.
16.Responsible to prepare and submit group reporting forms as part of the Group consolidation timelines for controller s review

Koch E ngineered Solutions (KES) is seeking an experienced Middle East Controller/ Finance Director for the Engineering Technology & Services division (ET&S). This position will be based in Dubai, UAE and will report to the ET&S Global Controller. As a key member of the ET&S Middle East Regional Team, this person will work closely with the ET&S Middle East Regional Director and the Global Finance & Accounting team to set a vision for success in the region, guide strategic initiatives, and create long-term value.

What You Will Do

Work closely with ET&S regional and global leaders to drive strategy and optimize profitability
Collaborate with global members of the ET&S Business Finance team to develop market insights and strategies to enhance competitiveness both in the Middle East region and around the world
Develop and retain finance and accounting talent in the Middle East region and support the application of Principle Based Management TM .
Collaborate with other sites within the Asia region to drive consistency in both accounting and management reporting practices
Lead and supervise regional finance and accounting operations, working closely with the Middle East Accounting Manager to prepare internal financial reports (Statutory, internal and group reporting), and coordinate audits for ICV (Abu Dhabi), IKTVA (Saudi) or any other special requirements.
Lead and support all necessary Tax and Audit requirements from tax consultants and statutory auditor for Middle East (ME) entities, in coordination with the KES team.
Support the KES compliance team for Middle East activities when reviewing and qualifying the company's business partners.
Support new and emerging local statutory requirements in tax laws in UAE, KSA: e.g. E- Invoicing, new regulations, in coordination with Company's tax team or with Tax consultants.
Drive KES & ET&S Finance transformation by participating in and leading initiatives linked to the company's strategy, including ERP implementation.
Who You Are (Basic Qualifications)

Strong leadership skills, experience in financial analysis, business development, business decision support, or related roles.
Experience with Microsoft Office Suite or Office 365; that includes Advanced Excel skills (spreadsheet creation/editing, pivot tables, graphs, data manipulation/analysis and formula creation).
Economic thinking skills. Ability to drive application of economic tools/mental models (e.g., marginal analysis, opportunity cost, risk optimization, capital consumed framework etc.).
