HASCOL Petroleum Limited (HPL) is a fully integrated Oil Marketing Company (OMC) engaged in the marketing and distribution of petroleum products all across Pakistan. HPL is the 2nd largest OMC in the country in terms of market share after PSO. The Company has a Retail Outlet network of more than 530 fuel pumps and 08 Depots/Terminals throughout Pakistan.
I am responsible to Manage Health, Safety and Environment (HSE) matters by providing technical and administrative assistance / advice on HSE Decisions making process based on Industry best practices and compliance with relevant applicable Regulations and Company Standards. Key job responsibilities include:
1- Be the focal point for HSE in North Region covering all operations (Retail, Operations, Logistics, LPG, LNG, Chemicals, Aviation and lubricants)
2- Focal person for the coordination of HAZOP studies, PSM related trainings and PSM audits
3- Ensure compliance and reporting with NEQS, EPA, industry HSE and conduct regular site visits, mandatory tests, organize audits, inspections and certifications
4- Monitor HSE practices, standards, KPIs, compile HSE data, prepare documentations and reports for management, regulatory and certification bodies, auditors, etc.
5- Follow–up/ update on all new/ existing HSE rules and regulation, laws, international standards in order to obtain, maintain and follow on all such information together with all new development in equipment/ devices/ tools and HSE best practices related thereto, as much as reasonably practicable and required by the Company
6- Develop, disseminate and implement HSE standard operating procedures, incident reporting system, emergency response plans and waste management system
7- Ensure that all projects and operational SOPs are designed in accordance with HSE standards
8- Coordinate with government and non-governmental organizations, HSE institutions and bodies, the industry, etc., maintain database on HSE regulations, standards and norms
9- Plan and organize regular training of company staff in HSE, fire management, SOPs, ERPs, etc., so that they are in a state of readiness to meet emergencies
10- Review, design and implement an emergency response and incident reporting system plan for the Company.
11- Coordinate with staff when responding to all emergencies including bomb threats, violence, fire alarms, intrusion alarms, hazardous incidents, accidents, etc.
12- Keep abreast of the HSE and Security environment and developments, brief CEO, concerned HODs and staff in a timely manner, giving recommendations and follow up for compliance
13- Provide daily, weekly and monthly reports to Management on HSE matters, issues, status and progress on initiatives
14- Review reports on incidents and breaches, investigate and resolve issues
15- Control HSE expenses, adhering to budgeted targets and costs

MOL Pakistan and MOL Kalegran are fully owned subsidiary of the MOL Group. MOL Pakistan is the Operator of the Tal, Margala and Margala North blocks and it has participation in two non-operated blocks namely Karak and Ghauri. MOL Pakistan is one of the key producers of hydrocarbons (Oil/Condensate: 20,000 bbls/day; Gas 300 MMscfd, LPG 450 tons per day).
I was responsible for sustainable development and HSE compliance of MOL Pakistan and MOL Kalegran exploration and production activities. Key job responsibilities include:
1- Incident Investigations of major accidents through TRIPOD BETA and cascading its recommendations in line with international best engineering practices and codes and standards
2- Analyze and interpret HSE data for trends and prepare periodic reports for senior management, government agencies and regulators
3- Manage and ensure implementation of the MOL Group HSE Integrated Management System
4- Ensure process safety management (PSM) compliance in MOL Pakistan operations as per Group Regulation
5- Periodically review and ensure KPI achievements of individual as well as at departmental level.
6- Conduct HSE Risk Assessments of various project activities and developing site specific HSE Risk Registers.
7- Support MOL Group in compiling MOL Pakistan data on sustainability reporting to International Association of Oil & Gas Producers (IOGP)
8- Prepare case studies on HSE initiatives and present the same to MOL Pakistan and Group senior management and Group HSE Senior Vice President
9- Develop and update HSE standards and ensure its implementation

17- Implementation of Biodiversity Action Plan and monitor the initiatives taken for the protection of biodiversity
18- Ensure compliance to regulatory requirements and present the compliance report to regulators
19- Development and implement comprehensive HSE Training programs. Impart HSE related trainings to MOL staff and Contractors
